PJSC Gazprom's deal to attract project financing for the construction of Amur Gas Processing Plant (GPP) for a total of 11.4 billion euros received 2 international awards: in the category "Russian deal of the year covered by export credit agencies" in the annual rating of TXF Agency "TXF Perfect 10 Export Finance Deals of the Year", and earlier, on May 15, 2020, it received Proximo Agency award "Best Deal of 2019 in Europe, the Middle East and Asia" in the category "Oil and Gas of Eurasia".
In terms of project financing, this transaction is unprecedented in the history of PJSC Gazprom and one of the largest leverages in the European debt market over the past few years. Funds are provided by 22 European, Asian and Russian banks. The borrower is Gazprom Pererabotka Blagoveshchensk.
Amur GPP is being built near the city of Svobodniy in the Amur region. Multi-component gas from the Yakut and Irkutsk gas production centers, which Gazprom is creating as part of the Eastern gas program, will be delivered to the GPP via the main gas pipeline Power of Siberia-1.
The design capacity of Amur Gas Processing Plant will be 42 billion m3 / year of gas (6 production lines with a capacity of 7 billion m3 / year each), which makes the facility one of the most powerful gas processing plants in the world. Amur GPP will also include the world's largest production of helium with a capacity of 60 million m3 / year. The plant area is 800 ha.
Commissioning of the first 2 technological lines of Amur GPP is planned for 2021, the remaining lines will be commissioned sequentially until the end of 2024. It is planned to reach its full capacity in January 2025. As of the end of May 2020, the project implementation status has reached 61.9 %.
