As a first step to accelerated replacement of utility pipelines, the Ministry of Construction of the Russian Federation intends to introduce a more accurate technical inspection of water supply, drainage and heating systems. The Ministry has developed amendments to the procedure for such audits.
There are no requirements for fixation of the wear percentage in the current survey regulations, only a more abstract "level of wear" is mentioned. Detailed data is needed for the formation of a program for the modernization of municipal infrastructure with a wear rate of more than 60%.
According to Igor Malyshev, Director of the Pipe Industry Development Fund, more detailed forms of acts and reports of technical inspection of systems should improve the quality and transparency of the assessment of their wear, the level of which has reached catastrophic indicators. In his opinion, additional tools are needed to stimulate the modernization of utility engineering networks. They may include easing of requirements for the conditions for financing provision by Housing and Utilities Reform Fund for projects to modernize systems, and creation of conditions for attraction of private investment (including expanding the practice of transferring pipelines to public-private partnerships). According to the head of Pipe Industry Development Fund, the accelerated modernization of utility networks should be taken into account when evaluating the performance of regional leaders.
According to Rosstat, in Russia, more than 44% of water supply networks, 30% of hot water supply networks, and 45% of water disposal networks are subject to replacement. The Association of Pipeline System Manufacturers (APTS) believes that these figures can be safely doubled - there is no clear method for wear determination, often this is a subjective assessment of water utility engineers.
As noted by Vladislav Tkachenko, General Director of APTS, accurate determination of the technical condition of pipelines for various purposes is a difficult task and requires a lot of financial and time costs for development of a number of documents, programs, and training of specialists. For this purpose, for example, in Germany, a special catalog of damages with a certain degree of severity is used, and a software package is used that processes the data received and evaluates the condition of the section. In Russia, the first priority is to develop a simple and clear methodology that will help identify the most problematic networks that need to be restored in the nearest future. The amendments do not apply to the survey of intra-house communications. According to Tkachenko, there is no approved examination procedure for them at all, as well as clear criteria for which experts have the right to assess their condition.
